Shandong HengAn is an earlier base built by Hengan Group. It was established in 2003. The first base paper production line TM1 began construction in 2005, and it was immediately on Andritz's largest paper machine with an annual output of 60000 tons. Then TM2 began construction in 2007, and Andritz paper machine was also selected. In 2009, the company briefly used a domestic paper machine with a relatively small output. In 2010, the third large-scale production line was built. This time, the paper machine of Valmet was selected, and the annual output is still 60000 tons

in 2012, Heng'an signed an agreement with Valmet, which plans to put into operation two more 60000 ton paper machines in Shandong, and the earliest one was originally planned to be put into operation at the end of 2013. However, the construction progress of these two paper machines is not ideal. Due to the constraints of market environment, construction conditions and other factors, the project has not been constructed

in 2015, the fourth phase of Shandong HengAn project was restarted under the leadership of Weifang Municipal government. It was officially started in August 2016. The first paper machine was not put into operation until the beginning of 2018, which was more than 4 years later than the original plan

changes in the competition pattern, HengAn's production affected the Shandong market

before 2010, from the perspective of output, Shandong was not a big province for the production of household paper, and there were no other enterprises that could make high-grade paper except Dongshun and Henglian. Hengan entered the Shandong market earlier, and soon put in more than 150000 tons of production capacity

however, since 2010, the competition in this market has suddenly intensified. Dongshun group, a local enterprise, has expanded rapidly and its production capacity has increased rapidly. Vida, an old rival of HengAn, entered Laiwu, Shandong Province to set up a factory in 2011. after 2015, great changes have taken place in the market situation. Several paper mills in Shandong have slowed down their construction. Dongshun has focused on the development outside the province. Chenming, Taiyang and Henglian have no new production capacity. Asia Pacific Senbo's household paper project has been cancelled, and only Vida has still invested two new paper machines in Shandong, increasing the production capacity by 50000 tons. In addition, with the coordinated development of Beijing, Tianjin and Hebei and the construction of xiong'an new area, the capacity expansion of Mancheng is also limited
